DAAA-NCDHR Stresses that Jadhav Committee Guidelines, Form the Operation Model for Implementing SCSP-TSP for the Year 2017-2018

NCDHR was invited for the Pre-Budget consultation organized by Finance Ministry and N Paul Divakar, General-Secretary Dalit Arthik Adhikar Andolan placed before the Hon. Finance Minister the suggestions and concerns of the Dalits & Adivasis from the Union Budget 2017-18. The consultation comes at a time, when finance ministry is introducing major structural and fundamental changes in the budget.

NCDHR was invited for the Pre-Budget consultation organized by Finance Ministry and N Paul Divakar, General-Secretary Dalit Arthik Adhikar Andolan placed before the Hon. Finance Minister the suggestions and concerns of the Dalits & Adivasis from the Union Budget 2017-18. The consultation comes at a time, when finance ministry is introducing major structural and fundamental changes in the budget.

Through the consultation process, DAAA-NCDHR stressed that, in the light of the structural changes introduced in the Union Budget of 2017-18, the policy of Scheduled Caste Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) has gained immense importance for achieving the Government’s commitment towards social justice, inclusive growth and Achhe Din (better life) for Dalit and Adivasi communities across the country especially with the merging of the plan budget with the non-plan allocations, discontinue the practice of separate railway budget and include it with the general budget, replace the five-year plan with a more focused National development Agenda.

Apart from this, the Union government has also accepted the recommendations of Report submitted by Sub-group of Chief Ministers Committee for Rationalization of Centrally Sponsored Schemes, which will reduce the number of CSS from 66 to 28 Umbrella Schemes.  These newly designed CSS are further to be categorised into (1) Core to Core Schemes, which will be legislated and sub serve the vulnerable population, (2) Core Schemes, which will have compulsory participation of the states and (3) the optional Schemes, where the participation of the states can be optional.

The DAAA-NCDHR stressed that Jadhav Committee guidelines form the operation model for implementing SCSP-TSP, “... the Central Ministries/ departments, the guidelines issued by the Planning Commission will be reviewed to remove any shortcomings, so as to ensure that at least 16.2 per cent of the Central Plan outlay is earmarked under the Schemes/ Programmes that benefit the SC community demonstratively, and 8.2 per cent of the Central Plan outlay is earmarked under the Schemes/Programmes that benefit the ST community demonstratively.” These guidelines form the basis of our demands. The demands included-

Abolish ‘de-facto accounting’ and Reimburse Denied SCSP, TSP amounts

Set aside SCSP/TSP funds for real schemes – no notional allocations

Economic Sector Schemes must be increased

Special Focus for SC/ST Women

Empowered Institutional Mechanism

Special Funds for Allocation to FRA

Release with immediate effect PMS Backlog of Rs.Cr.12,000

Rohit Fund for Higher Education & Rohit Act to address Caste based discrimination in Higher Education

Legislate SCSP and TSP for Accountability, Participation and Transparency

SCSP/TSP to be 25% of total Union Budget

SCSP-TSP Allocations in Railway Budget

CAG to be directed to audit SCSP, TSP schemes in 2017-18.
