National Consultation: Addressing Caste Based Discrimination in Disaster Response, 14-15 December 2011

The National Dalit Watch (NDW) of NCDHR and Cordaid co-organised with Sphere India, Christian Aid-India, Oxfam, a National Consultation (NC) on ‘Addressing caste based discrimination in humanitarian response’. The consultation was a step forward from the earlier consultation held in 2010 (recognizing the need to institute a policy environment that recognizes such discrimination and defines entitlements of survivors in a manner that makes the state accountable at local levels). The objectives were to (i) elicit critical inputs on the Draft framework evolved for ‘Addressing Caste based Discrimination in Humanitarian Response’ for making it more action oriented, (ii) take stock of the emerging context of inclusion in DR-DRR from the previous year and (iii) facilitate a Government-Civil Society nexus to explicitly recognize the need to weed out exclusionary practices by according priority and recognition to the caste induced discrimination and exclusion in emergencies through legislative means. Besides the main agenda, this time, a special session was kept on Exclusion of religious minorities in Disaster Response of state and humanitarian agencies during mass communal and ethnic violence, keeping in with the notion of inclusion of other marginalised sections in disaster response.
