In Jharkhand, there are significant gaps which demands immediate attention. There are serious negative impacts of increasing poverty and inequality, reduced employment opportunities and livelihoods of Dalit and Adivasi parents on the education and develop

The , SCSP (Scheduled Caste Sub Plan) and TSP (Tribal Sub Plan) which have been two significant sources of funding Dalit and Adivasi education at national as well as state level have been underutilised or systematically denied to its rightful beneficiaries. The 2013-14 budget analysis of higher education shows that most of the allocation has been done under the Tribal Sub Plan.ment of their children. These make it extremely difficult for their children to meet even ‘minimum costs’ leave alone access support systems or private education. Dalit Adivasi Students Convention in Jharkand 2

The major highlights of 2013-14 are:

• Though the Scheduled Caste Sub Plan code is  open in the State still the analysis shows that there is no allocation under the SCSP.

• The allocation has been done in 4 major universities Ranchi, Sidhukanu University Dumka, Kolhan University Chaibasa and Dhanbad University of Jharkhand under the object head of Grant in aid in General, Grant in aid in Capital Assets, Grant in aid in Salaries and Other charges.

• The analysis shows that in 2013-14 total  Rs.20crore under the TSP has been allocated as other charges as part of land acquisition for IIM and Ranchi university. For the same more than Rs.10 crore has been allocated in last three planned years. The money which has been allocated in last three years is totally notional and  cannot be considered as the direct beneficiary of the Tribal’s student of Jharkhand.

• Around Rs. 1crore 90lakh of TSP money has been allocated under the object of grant in aid in general this money which has been allocated under the scheme of free education of girls and Un-aided education is again a notional allocation where no direct beneficial has been allotted for the tribal students.

• In SidhuKanu university of Dumka the allocation which has been made under the Tribal Sub Plan Shows that Rs.2 crore and 15 lakh has been allocated notionally under the scheme of  Un-aided education and free education for girls in Dumka university. 

• Similarly in Kolhan University Chaibasa also under TSP and Within Same scheme total Rs 1 crore and 10 lakh has been allocated notionally. Most of the money has been diverted in the name of Capital assets of the universities allocation. 

The continuously decreasing trend and diversion of money in educational financing of Dalit and Adivasi students is matter of gravest concern and deprives thousands of students from accessing educational services. The non-implementation SCSP and TSP in its letter and spirit is against the constitutional fundamental rights of Dalits and Adivasis in Jharkhand . 

Keeping such serious issues in mind, National Campaign on Dalit Human Rights (SWADHIK), AICUF and Adivasi Yuva Chetna Manch had organised Jharkhand Dalit and Adivasi Student’s Convention on 21st April 2013 at HPDC, Ranchi Jharkhand to discuss and raise a Student’s Charter of Demands for educational development rights of Dalit and Adivasi Students. The convention was a great success, many students had raise their issues regarding their problem , where the solution has been given by the eminent scholars and likeminded people.
