Dalit Adivasi Students Convention Gujarat.

Dalit Adivasi Students Convention Gujarat was organised in Gujarat on 3rd March Dalit and Adivasi communities acknowledge education as the critical component for development, dignity and socio-economic mobility. Hence focused attention in both higher education as well as school education needs to be recognized as the means to reduce inequalities.

While enrolment rates continue to grow, drop-out rates both reported and unreported are on the rise with a substantive proportion of young people, not accessing education that can spur them to participation, skill enhancement or employment. Quality of education in government schools and colleges needs serious attention. Inadequate and insensitive implementation of entitlements and provisions hurt the dignity and negatively impact the personal development of Dalit and Adivasi youth. 

Most importantly, SCSP (Scheduled Caste Sub Plan) and TSP (Tribal Sub Plan) which have been two significant sources of funding Dalit and Adivasi education at national as well as state level have been underutilised or systematically denied to its rightful beneficiaries. The analysis of 2013-14 budget of Gujrat Government shows that the overall allocation has decreased in General Education Head. In 2011-12 allocation was 100.79 Cr. (9.21%), while in 2012-13 it decreased to 7.36% of the total plan outlay with only 174 Cr. and now in 2013-14, it is merely 176.79 Cr. Rupees which is 5.33% of allocation. The continuously decreasing trend in educational financing of Dalit and Adivasi students is matter of gravest concern and deprives thousands of students from accessing educational services. The non-implementation SCSP and TSP in its letter and spirit is against the constitutional fundamental rights of Dalits and Adivasis in Gujarat.

Keeping such serious issues in mind, National Campaign on Dalit Human Rights (SWADHIK) for the very first time had organised the Gujrat Dalit and Adivasi Student’s Convention on 3rd March 2013 to discuss and raise a Student’s Charter of Demands for educational development rights of Dalit and Adivasi Students. The convention was the success in which many important decision were made by the students, the charter of demand of education has been raised by them also a group has been formed which will lead the issues and these will raise up the issues regarding education of their community.
