Geneva Consultation on Caste Discrimination

The International Dalit Solidarity Network (IDSN) organised a Consultation on the study process regarding the issue of discrimination on the basis of work and descent by theUN Sub-Commission on the Protection and Promotion of Human Rights in Geneva on the 13th and 14th March 2006. The consultation provided a platform for dialogue between the two Special Rapporteurs responsible for the study (Professors Yokota and Chung), representatives of affected communities from India, Japan, Kenya, Nepal, Pakistan and Yemen, the Special Rapporteurs on Contemporary Forms of Racism and on adequate Housing, experts from the ILO and the World Bank, Representatives from International NGOs and Solidarity Networks from around the world.

 

Prof. Yokota and Prof. Chung shared the analysis of a Questionnaire they had administered to governments, civil societies and multilateral bodies. It was encouraging that nine Countries from Latin America and Africa, had sent their response to the Questionnaire.Ironically African and Asian Countries with significant populations of caste affected people including India, Bangladesh, Japan, Kenya, Mauritania, Nigeria, Pakistan, Senegal, Somalia, Sri Lanka and Yemen have not responded to the Questionnaire within the time frame. The Special Rapporteurs said that they would be extending the time limit for receiving the response.

 

Members from the affected communities spoke of the serious, widespread and systematic nature of the human rights discrimination and violations based on Caste, and expressed their trust that the Sub-Commission will effectively respond to this global human rights challenge.
