As part of the massive effort  initiated by NCDHR in  realizing the full allocation  of  Scheduled  Caste sub Plan  and  to engage the issue at various levels,  we along with Dalit Samanwaya (Bihar) conducted a  state level consultation  on  Reclaiming Scheduled Caste Sub Plan   in Patna , Bihar on December  22 , 2007.

Even though most of the invitees like  bureaucrats, MLAs didn’t participate in the consultation Hon. Speaker, Sri. Uday Narayan Chaudhary (Legislative Assembly, Bihar) opined that the money which was taken away from Dalits should be given back to them, while inaugurating the consultation.
 
 Main objective of the consultation was to ensitize different stakeholders and create visibility of the budget issues (SCSP) in the state, so that the agenda can be pushed forward in the legislative assembly for allocating proportionate budget under SCSP for Dalits.  
 Shankar Ram (Ex. A.D.M), Ram Chandra Ram (Secretary, SC/ST Union, Electricity Department),  Shiv Shankar Singh (Ex. S.P.) were  the other key speakers .
 
Presentation on 2007-08 Union & State Budget 

 Ashutosh Kumar Vishal , Regional Coordinator, Dalit Economic Rights (NCDHR) presented an  analysis of  the Union Budget 2007 and stressed on the need of an alternative budget against the prevailing scenario of  Dalit discrimination in all sectors.
Ms. Vijeta Laxmi , State Coordinator , Dalit Economic Rights (NCDHR) gave a similar analysis of  Bihar state budget. The data presented revealed that only 434.27 crore rupees have been allocated  for Dalits under SCSP and they have been denied 1398 crore rupees.
  An open session followed in which participants expressed their solidarity to the cause and expressed  their willingness  to carry forward the struggle .
