INVITATION TO ROUND TABLE DISCUSSION WITH POLITICAL PARTY LEADERS

on SCP TSP Legislation

As you all are aware that the Scheduled Caste Sub-Plan (SCSP) and the Tribal Sub-Plan (TSP) are powerful tools that can be used to change the lives of SC/ST communities across the country. However there has been poor implementation and most of the time the funds are diverted to other sectors instead of utilizing the funds for the welfare of Dalits and Adivasis all over the country and thereby neglecting the welfare of these marginalized groups.

It has been encouraging to see that Andhra Pradesh is the first State that made an Act in the Assembly with regard to the implementation of Scheduled Caste Sub-Plan and Tribal Sub-Plan for the effective implementation of funds year marked to these communities in the budgetary provisions.

As part of the the legislative process, the government of India considers many bills in each session, in the recently concluded monsoon session the SCP TSP bill was missing in the list of bills to be tabled in the parliament. We hope that in the coming winter session which is scheduled around the 5th of December the bill will be placed. The core committee members of NACSTL along with other civil society groups, experts, academics and community representatives do think that this is an opportune time to strategize the way forward and have planned the following action.

In this regard, we propose to hold a Round Table Discussion with all political parties and invite your kind self to participate and give your valuable suggestions to take forward this campaign towards making an Act in the Parliament. Many political parties have agreed to participate: NCP, BJP, CPI, CPM, RLD and other regional parties.
