Inauguration of Dalit Budget Resource Center (DBRC) in Panipat Haryana

On 13th september, 2013 Inauguration of Dalit Budget Resource Center (DBRC) in Panipat, Haryana, which is supported by On behalf of the Dalit Arthik Adhikar Andolan, It is our pleasure to invite you to the “Inauguration of Dalit Budget Resource Centre (DBRC) in Panipat, Haryana.” on 13 September 2013 from 10.30 am- 1.00 pm at the New Geeta colony, Near Railway Road, Panipat, Haryana. 

 

Haryana state has a SC population of 20.2% as per 2011 census which is 5113615. SWADHIKAR-NCDHR has been working in Haryana state with the local partners on the issue of violence against Dalit women and on strengthening representation of elected Dalit women in Panchayati Raj Institutions. We have been planning to initiate work on budget analysis and with special focus on SCSP. We have been doing state budget analysis but we have not been able to ground it in absence of support. We plan to continue state budget analysis and with the support we would like to do advocacy at state level to increase the allocation and to create awareness among the Dalits with regard to SCSP and increase their access to the schemes. With regard to ground level work we would like to focus on Karnal district where SC population is 2.56%.  

 

With Specific focus

 

To bring analyze state budget and bring out gaps in allocation and to advocate for proper allocation for schemes benefiting the SCs/STs directly.

To visibilize issues of allocation, utilization under SCSP/TSP through state budget analysis and create awareness among SCs/STs to pressurize the govt.

To create awareness among Dalits and Adivasis regarding SCSP/TSP and the schemes.

To setup a facilitation centre where by Dalits and Adivasis are supported to access schemes for socio-economic rights.

To bring out major gaps in at least one flagship scheme in the implementation at the district and sub district level/city civic body level for advocacy so that SCSP/TSP guidelines are improved.

To build capacities grass-root community workers on SCSP/TSP.
