DAAA staged a Rally before Vidhan Sabha

Dalit Arthik Adhikar Andolan (DAAA) organized a Rally from Trauma Centre (Hospital) to Delhi Vidhan Sabha on June 24, 2009. Delhi Govt. has stolen 1488 Crores rupees of Dalits. This money was supposed to be allocated to Dalits under the special component plan (SCP) in the year 2008-09.

Hundreds of Dalits and activists participated in the rally and submitted a memorandum to Chief Minister Smt Sheila Dixit to ensure the allocation of Rs. Cr. 1710/- in the 2009-10 Budget under Special Component Plan for Scheduled Castes.DAA Rally

The Govt. of NCT of Delhi with total population 138.50 lakhs, as per latest census of the year 2001, has to allocate 16.92% of its Plan Budget under Special Component Plan. NCDHR while analyzing the budget found that has not happened in the state of Delhi and other states and so filed a PIL in 2007 in the Delhi HC and the matter came up for hearing in Dec 2007.

Delhi state submitted to the High Court that ‘out of approved outlay of Rs. 9000 Crores under annual plan 2007-08, flow to the SCP is Rs. 1534.06 cores has been earmarked which comes to 17% of the approved outlay’.

When Dalit Arthik Adhikar Andolan (DAAA) of National Campaign on Dalit Human Rights (NCDHR) analyzed the Delhi budget (vote on account) book for 2009-2010, the submission made by the Delhi Government to the court was incorrect by a wide margin. The Delhi State Budget book reveals as follows:

In order to address this, under RTI Act, NCDHR engaged with the Delhi state as to why this has not been implemented as per its own submission. The Principle Secretary (Fin) realized the lapse and issued the order for code based classification in the budget 2009-10. “Code base classification” means operationalize the code 789 while proposing the budget. He also advised to support the Department for the Welfare of SC/ST to enable them to design meaningful schemes that can be implemented under SCP for the disbursement of allocated fund. Secretary of the SC/ST Welfare department met thrice to satisfy us without resolving the problems. Finally he appointed Khairwal Committee on 7th July 2008 and asked NCDHR to contact the committee for the redressal of grievances.

We have yet to see that the Govt. of NCT of Delhi, after having complete public consensus, stands on its commitment in both the Public and the Court. This is a gross neglect by the Delhi Government and amounts a serious economic offence committed against the Scheduled Castes as well as against the State itself.

Therefore, Dalit Arthik Adhikar Andolan is demanding the intervention of the Chief Minister Smt. Sheila Dixit to ensure that her government to allocate the total amount of Rs. Crores 1,710/- in the budget that is being presented to the Assembly on the 22 June 2009.
