National Consultation on 'Addressing Caste Based Discrimination in Disaster Response', 14-15 December 2011

The National Dalit Watch (NDW) of NCDHR and Cordaid co-organised with Sphere India, Christian Aid-India, Oxfam, a National Consultation (NC) on ‘Addressing caste based discrimination in humanitarian response’, with financial assistance from the European Union and IDSN. The Consultation was held in the India International Centre, New Delhi, on the 14th and 15th of December 2011. This consultation was a step forward from the previous consultation held in 2010 (recognizing the need to institute a policy environment that recognizes such discrimination and defines entitlements of survivors in a manner that makes the state accountable at local levels). The consultation had fruitful presence of Dr. Muzzaffar Ahmad, Hon’ble Member, National Disaster Management Authority, along with its other representatives; members of ECHO; UNDP; INGOs & NGOs; eminent social activists and academics. At the forum, the Member of NDMA reinforced their commitment to address the issue. Senior personnel from ECHO voiced out the steps they would take for ensuring participation of Dalits in their humanitarian work on the ground. Eminent social activists articulated the need to interpret communal conflicts as man-made disasters owing to the level of deliberate perpetration of violence on the social and religious minorities.
