Bihar has been suffering from regular floods; within the last 28 years 29 times the state witnessed devastating floods especially in the northern 20 districts. More than 4,952 people lost their lives. Destruction of public property is estimated to be around 1,70,606.64 lakhs rupees and crop worth 3,47,689.33 lakhs rupees also damaged.
The current flood situation has extensively and severely crippled life in 19 out of the 38 districts in the state. As per the state assessment 9197 villages in 2604 Panchayats- 215 blocks of 19 districts of Bihar are severely affected by floods. According to the Department of Disaster Management, Bihar 177.57 lakh persons are affected. About 261204 houses are damaged worth Rs. 19995.36 lakhs. The estimated destruction and damage of crop in 13.47 lakh hectares is Rs. 57212.45 lakh. The damage to public property is Rs. 9279.18 lakhs. As per the government loss of human life is 344 apart from 47 people that died in a boat accident
NCDHR team paid regular visits to the state and conducted an extensive survey in 11 districts .The survey report revealed that the Dalits are the worst affected.
The study conducted by the NCDHR revealed discrimination based on caste have infiltrated into the rehabilitation and relief measures. It only reinforces the fact that relief and rehabilitation of any major disaster is replicate with the same phenomenon of caste discrimination
'Dalit Watch Report' prepared by the NCDHR on the situation of flood affected Dalits in Bihar should be used for further interventions with the govt, legal system and other agencies.
