Dalit Women Speak Out

The Violence against Dalit Women Cell, an offshoot of NCDHR and the National Federation of Dalit Women (NFDW) jointly organized the two days National Conference on Violence against Dalit Women on 7th and 8th March 2006 at Ambedkar Bhawan in New Delhi.


The Conference had the following Objectives:


  1. To give visibility to the issues of violence against Dalit Women
  2. To bring together Dalit women, in particular the ‘survivors of violence’ to share and draw strength from each other.
  3.  To analyze the continuing rights violations against Dalit Women, and the role and responsibility of the State in protecting the rights of Dalit women.
  4. To build solidarity and support for the survivors to fight their economic and legal battles.


There were 500 participants, including 61 Survivors from Bihar, Uttar Pradesh, Andhra Pradesh, Kerala, Tamilnadu, Karnataka, Punjab, Haryana, Himachal, Gujurat, Rajasthan, Orissa, Maharasthra, and Delhi.


As follow up to the Conference a huge rally was organized from Jan tar Mantar to Parliament Street. The Women Delegates submitted the Delhi Declaration to the Prime Minister. The demands included:


  1. Identity and Recognition
  2. Lives and Security
  3. Land and Livelihood
  4. Political Participation
  5. Security, Protection and Progress of Dalit girl children
  6. Public Education
  7. Access to Justice
